Head of ESHQ, Asia

RESPONSIBILITIES

  • Plan, organize, address, manage and/or implement all the activities regarding ESHQ in site;
  • Be responsible for the overall management and performance of ESHQ team of site and focus on continual improvements of the team.
  • Effectively managing and developing subordinates through coaching, promoting and team-working, and optimizing work process of sub functions, maintain ESHQ organization, responsibility and Working Plan;
  • Ensure compliance with all applicable Chinese national laws and regulations and Shanghai local regulations for all ESHQ performances in site;
  • Develop and maintain site ESHQ policies, guidelines and procedures to ensure compliance with legal and corporate requirement;
  • Maintain ESHQ management systems in operation including ESHQ goals & KPIs, review and documentation effectively and ensure conducting all internal and external ESHQ on-site inspections, reviews and audits timely;
  • Be responsible for ESHQ related budget, partly EBITDA required, its control and asset optimization, and focus on rational reduction of site ESHQ costs continuously;
  • Direct general ESHQ programs in chemical industry to ensure a safe operation environment, to comply with ESHQ standards, and to meet agreed targets;
  • Communicate with employees and management of site, regional organizations, headquarters, other regions and local authorities regarding ESHQ issues. As a representative for the site, to keep good cooperation and communication internally and externally;
  • Identify and control major hazard installations, supervise and ensure relevant safety management actions are implemented properly and timely;
  • Design and supervise ESHQ training for all levels of employees and/or including contractors and visitors in MUSC;
  • Design production employees (especially operators) skill matrix and develop plans (such as OJT) and support plant/department for people development;
  • Assess ESH risk potential of hazardous in MUSC, like PHA study, significant environmental aspects, JSA, HRA, e-MOC, etc., and improve its management and implementation;
  • Supervise safe operations related to hazardous materials and agents in site and support plants/departments for hazardous chemical and hazardous waste management;
  • Handle all emergency situations in site such as reporting, emergency response, incident investigation and follow up on corrective actions;
  • Set up and maintain Roehm’s carbon emission work and carbon trading and make sure the compliance and cost saving;
  • Develop and implement ESHQ continuous improvement programs in all ESHQ areas (management system, environment, safety, OH&IH, ESH training, fire-fighting, emergency response etc.), to improve ESHQ performance and to achieve targets required by management;
  • Regarding ESHQ issues, support investment projects to the site timely;
  • Support project team on related ESH approval and permitting work;
  • Responsible for safety management of special equipment and assure compliance of using special equipment;
  • Maintain Responsible Care (RC) Program effectively in site;
  • Continually promote safety culture in site and learning from other company or regions;
  • Run mini-firefighting station of site and ensure it meet local authority’s requirement;
  • Responsible for government affair topics in SCIP on behalf of site management;
  • Responsible for external legal inspection and audits and follow up on findings;
  • Responsible for management system establishment, maintenance and certification;
  • Responsible for legal required permit or license renewal;
  • Responsible for security topics and handle SCIP Policy related topics;
  • Responsible for admin management in site common area;
  • Responsible for coordination of ESHQ and FSM topics with MUSC and review TSAs for continuous improvement;
  • Set up and maintain a Regional ESH team to support regional management;
  • Responsible for regional ESH reporting and communication between headquarters and regions;

 

REQUIREMENTS

  • More than 10 years working experience in ESH or Quality area;
  • At least Bachelor’s degree in science or Engineering;
  • Certified as Safety or Environment Engineering;
  • Certified as ISO management system auditor;
  • Understand basic chemical process;
  • Knowledge with chemical safety;
  • Fluent English;
  • Familiar with MS office;
  • Good communication skill;
  • Strong leadership for team and for project.
